Her Majesty's Government with the view of securing that the

full privilege of Inland Navigation conceded to Foreign trade

in February, 1898, shall not be withdrawn.

While you are transmitting His Excellency's statements

to the Viceroy, I am directed to request you to be good enough

at the same time to acquaint, hin with the terms of my letter

No. 378 of the 12th. instant.
